Woman Arrested for Animal Cruelty After Investigation at CT Pregnant Dog and Cat Rescue!!!

Following a multi-state agency investigation at CT Pregnant Dog and Cat Rescue in 171 Porter Rd Hebron CT, a woman was arrested and charged with multiple counts of animal cruelty.

According to troopers, dozens of animals were seized, including 30 to 40 dogs, 22 cats, and at least one goat.

Connecticut State Police stated that they were called to the scene to assist the Department of Children and Families (DCF) at the Porter Road animal rescue.



An NBC Connecticut crew on the scene observed several animals being removed from a home, which appeared to be the location of the animal rescue. Animal control officers from Stonington, East Lyme, Waterford, and East Hampton were dispatched to the scene to assist.

Joann Connelly, 59, was arrested after state police served an arrest warrant on her Friday morning. She was charged with three counts of animal cruelty.

According to a Facebook post, the CT Pregnant Dog And Cat Rescue will cease operations due to “unforeseen circumstances.”

According to the CT Pregnant Dog and Cat Rescue, the owner of the shelter became overwhelmed with the number of animals she was attempting to help.



“I apologize to everyone who tried to help in any way they could,” the rescue said.

The rescuer begged for mercy, explaining that it had simply become too much for her to bear.

Connelly was released on a $10,000 bond and is due back in court on March 28.

According to the state Department of Agriculture, this is an ongoing investigation.

DCF officials stated that they are unable to provide additional information, but issued the following statement:

“Due to the statutory confidentiality requirements of Conn. Gen. Stat. 17a-28, the Department is unable to comment on this matter.”

The Department maintains cooperative relationships with community partners throughout the state, including law enforcement.
